The letter was written in response to a General Assembly resolution of 29 July 1803 to collect a subscription "for the relief of those persons who may suffer in the common cause", made against the background of the dispute between the Council and the General Assembly. Read at General Assembly of 1 August 1803, put to the vote, and defeated.

Content Description

Beechey refuses to attend [the General Assembly of 1 August 1803] because he could not consider valid any act “in our present mutilated state” and states his opinion that a proposed subscription could not be valid because no money could be paid without an order of Council.
