Historical Background

Both letters were read at a meeting of Council of 30 January 1804 and the Secretary immediately replied as appears in the draft note. There was then a "long debate" and a motion that Banks's name should be added to the list of candidates was defeated by three votes to two. The matter was then discussed again at a meeting of Council of 31 January 1804, and a resolution passed unanimously that the name of an "old member who had publicly declared himself to be a candidate" should be added to the list, but without allowing a precedent to be created.

Content Description

Requesting that he be allowed to place his name on the list of candidates for the office of Keeper, even though he had missed the deadline owing to a lapse of memory, as it was well known that it was his intention to offer himself as candidate. The letter has an attached draft note from the Secretary, John Richards, in reply, stating that his application was too late and it was not in his power to comply with Banks's request.
