Historical Background
Committee established by the President and Council in 1976, "to examine and recommend the procedures to be followed for the listing and election of new Members", also to investigate ways in which to enlarge the membership. Although this committee was appointed by Council, it was never listed formally in the annual reports as a standing committee and so has been included among the special committees.
