Historical Background
Baker had submitted a perspective drawing of the Government buildings at Pretoria done by H. L. G. Pilkington as his diploma work. The meeting of Council of 1 April 1932 had asked him to submit a design drawn by himself. This letter was read at the meeting of Council of 18 April 1932, and the President asked to explain the views of the Council to Baker.

Baker gives his reasons for asking the Council to accept a personal drawing only of what he considered his most important work, at Pretoria, South Africa, as his diploma work: he was not able to prepare such detailed drawings on his own, and at his age he felt he may have lost some of his draughtsmanship skills.
