Historical Background

Constitutionally there should be no committees of General Assembly. The Council is empowered to control the entire business of the Royal Academy. However, at various points the Assembly has appointed committees without reference to the Council. Often these committees were charged with investigating aspects of the Academy's constitution, ie. matters affecting the entire membership. Usually, but not always, the committees would report their findings to the Council.
