Historical Background

Richard Redgrave, seconded by John Callcott Horsley, brought forward seven propositions at the General Assembly of 31 May 1870, entailing changes to the constitution of the Council. The Council produced its report in reply and this was read at the General Assembly of 2 August 1870. The resolutions contained in the report of Council were then confirmed at the General Assembly of 11 November 1870. They included an increase in the size of the Council from eight to twelve members, and the appointment of Inspectors of Property.
