He does not agree with the proposal. He thinks merit alone should be enough, not number or size. The sort of rule proposed was in effect at the Dudley Gallery, with poor results. In the Salon he is sure people would rather see more Henners, de Neuvilles and Le Pages than third rate artists. The public would lose by not seeing as many works by Millais or Herkomer. Cream will float to the top, and the addition of three new rooms to the Academy has not lessened the grumbling. Finishes by responding to specific points in Spielmann's paper.
